Abstract
Scholar of international relations Suh Jae-jung discusses the current crisis in which the arms race and the heightened danger of a nuclear war on and around the Korean peninsula have entered a new phase. Reminding us how the current reality, in which the “preemptive strike” doctrine is gaining power globally and the two blocs of South Korea-US-Japan and North Korea-China-Russia confront each other, is reminiscent of the international situation immediately before World War I, Suh earnestly asks that South Korea, in particular, initiate détente measures, unilaterally declaring and practicing the freezing of armaments and military exercises.
