[On the Scene] Election System Reform on a Fast Track, Its Outlook and Tasks / Ha Seung-soo

Abstract
Ha Seung-soo not only offers a detailed analysis about the necessity of the election system reform proposal, which was designated as a fast-track agenda on April 29, but also explains the contents and significance of semi-mixed-member proportional representation. He enlightens us by presenting possible scenarios of the negotiations and discussions in the National Assembly, as a process of creating an election system that could best reflect the people’s will and by discussing countermeasures in each scenario. His description of the roles that politicians, civil society, and the media should play for the election system reform is also noteworthy.
