Abstract
In the Articles section, the constitutional scholar Han Sang-hie systematically examines long-standing structural issues within the judicial system, including the judiciary’s response to recent insurrection-related incidents and major trials. Under the question “Why are judges acting this way?” Han critiques the problems of the authoritarian Chief Justice system and the concentration of power in the Court Administration Office. It also proposes concrete measures to ensure the democratization of the judiciary, making a compelling case for the urgent need for judicial reform. Encountering such a clear and comprehensive piece on judicial reform as well as prosecutorial reform is especially meaningful. It makes us realize that viable reform strategies and alternatives already exist and awakens our will to materialize them.
