The Quarterly Changbi 196, Summer 2022
Abstract
This issue’s “Dialogue” examines the Ukraine War. Moderated by Lee Dong Ki, participants Yoon Seock Jun, Jeh Sung Hoon, and Hwang Sooyoung diagnose it from multiple angles, including the historical relationship between Russia and Ukraine, the conservatization of Russian politics and culture, the eastward advance of NATO, cracks in the European peace process, and U.S. responsibilities. They agree that the war is an inflection point for the international order centered on the U.S. in the post-Cold War era and argue for a major correction to our sensibility toward the current world order. While exploring the war’s influence on the future of the Korean peninsula, they deliver the profound message that no one can be a winner in war. They warn us of the possibility that an emphasis on strengthening alliances over balanced diplomacy could result in progressively increasing tensions.
