Abstract

Continuing a thorough-going discussion of the strategic significance of lower-level, inter-Korean associations in Paik Nak-chung’s article in our previous issue, Research fellow at the Korea Institute for National Unification Suh Bo-Hyuk examines the sustainability of the inter-Korean association and the prospects for reunification. His argument for the importance of civil society in the comprehensive implementation of the Panmunjom Declaration and the Pyongyang Joint Declaration is valuable. Also particularly noteworthy is his claim that, while the government’s reunification plan adopts a top-down approach, resulting in a static quality in the stage of an inter-Korean association, civil society’s inter-Korean association discussion, led by Paik Nak-chung, proposes a dynamic process, whereby citizen participation expands, while peace, prosperity, and reunification facilitate one another in various ways.
